Android itself is open source. On most phones, Google adds a layer on top of it: a Google account, Google Play Services and Google's own apps, running in the background and syncing to Google's servers.
A de-Googled phone keeps Android and leaves that layer out. On Brax Wink it isn't there to switch off: it's not installed, not running and not underneath your apps.
